Summary

This book provides a systematic analysis of the European Neighbourhood Policy (ENP), by focusing on the impact of norms of justice and home affairs on EU external relations. Drawing on the literature of 'new governance', it designs a framework for analysis which clarifies the contents, tools, and processes of the external dimension of EU justice and home affairs. The book combines high quality chapters with a rigorously structured format, which examines relevant ingredients of the ENP: border management, migration, cross-border crime, terrorism. It is organized around three sections: I. Recasting Institutions; II. Reframing Governance; III. Redrawing Lines. Each section comprises empirical investigations of the logics and rationales which underpin the external dimension of justice and home affairs.
